Canada’s Express Entry immigration system is experiencing a notable shift in how candidates are selected, with French-language proficiency now playing a far more influential role than in previous years. What was once primarily a points-based competition focused on education, work experience, and English ability has evolved into a tool that increasingly reflects targeted government priorities.

In 2025, nearly half of all Express Entry invitations were issued to French-speaking candidates. Out of approximately 114,000 total invitations, close to 48,000 went to applicants with demonstrated French proficiency, accounting for about 42 percent of all selections. This development has significantly altered the expectations of many applicants and reshaped the competitive landscape.

A Departure from Traditional Ranking Logic

Historically, Express Entry relied heavily on the Comprehensive Ranking System (CRS), which rewarded candidates for strong human capital attributes such as youth, advanced education, skilled work experience, and high English test scores. While bilingualism has always been advantageous, it was typically one factor among many.

Recent policy changes, however, have elevated French ability to a primary selection driver. This has led to situations where candidates with comparatively low CRS scores—sometimes below 400—receive invitations ahead of applicants with much higher scores who lack French proficiency. For many observers, this marks a clear departure from the system’s earlier emphasis on pure point-based competition.

Immigration experts widely agree that this is not a flaw in the system, but a deliberate recalibration.

Government Rationale Behind the Shift

The federal government’s focus on francophone immigration is rooted in demographic concerns. French-speaking minority communities outside Quebec have been shrinking steadily for decades. In the early 1970s, they represented just over six percent of Canada’s population. Today, that figure has dropped to roughly four percent.

To counter this decline, Ottawa has set ambitious goals to increase the share of francophone immigrants to 12 percent by 2029. This objective remains in place even as Canada plans to reduce its overall permanent resident intake to about 380,000 admissions in 2026. Within this context, Express Entry offers a fast and scalable mechanism to direct immigration flows toward specific linguistic outcomes.

Rising Tensions Among Applicants

The increased emphasis on French has generated frustration among many non-francophone candidates. Some have strong Canadian credentials, including local education, in-demand work experience, and proven integration into the labour market, yet continue to miss out on invitations.

Critics argue that prioritizing language proficiency over broader economic contributions could exclude highly employable workers at a time when labour shortages remain acute. They warn that the system risks undervaluing practical skills and immediate workforce impact.

Supporters of the policy respond that language is central to long-term integration and community sustainability. From this perspective, linguistic diversity and cultural preservation are legitimate national priorities, not secondary considerations.

What This Means for the Future of Express Entry

The growing prominence of French-language draws suggests that Express Entry is no longer merely a neutral ranking mechanism. Instead, it is increasingly shaped by strategic policy goals. As a result, applicants are adapting their approaches.

Some are investing in French language training to remain competitive, while others are seeking alternative pathways such as provincial nominee programs or employer-sponsored routes that are less dependent on federal draws.

As Canada continues to balance economic needs with demographic and cultural objectives, Express Entry will likely remain in flux.
