Recent guidance published in March 2026 by Immigration, Refugees and Citizenship Canada confirms a major shift in how Canadian citizenship tests are administered. The online, self-administered format has now become the standard approach for most applicants, replacing the traditional in-person written exams that were common before 2020.
This evolution reflects changes introduced during the pandemic and now formally adopted as long-term policy. While alternative formats still exist, the online test is now the primary method used in most cases.
Default Online Testing Format
Applicants are generally expected to complete the citizenship test online. This version includes:
- 20 multiple-choice questions
- A minimum passing score of 15 correct answers
- Questions drawn from a pool of approximately 300 to 400 items
- A time limit of 45 minutes
The questions are designed to vary in both subject matter and difficulty, ensuring a balanced evaluation of the applicant’s knowledge.
Although candidates receive a score immediately after finishing, this result is considered provisional. Officials will later verify identity and testing conditions before confirming the final outcome. If concerns arise, the applicant may be asked to retake the test or attend an interview.
Number of Attempts Allowed
Under the updated rules, applicants are given more flexibility than before:
- Up to three attempts are permitted for the test
- A knowledge hearing is required only after a third unsuccessful attempt
- A hearing may also be scheduled if there are concerns about language ability
Previously, applicants typically had only two chances before being referred to further assessment. The additional attempt provides more opportunity to meet the requirement without escalation.
Alternative Testing Options
While online testing is now the default, other formats remain available in specific situations:
- In-person written tests
- Virtual assessments conducted through Microsoft Teams
These alternatives may be used when:
- Technical issues prevent online participation
- Identity verification cannot be completed remotely
- Special accommodations are required
- An officer determines another format is more appropriate
Each of these formats allows only one attempt per session. If a retest is needed, it must be scheduled separately.
Expanded Accommodation Measures
The revised instructions also place greater emphasis on accessibility. Applicants who require accommodations can request:
- Additional time beyond the standard 45 minutes
- Alternative testing formats
- Adjustments based on personal or medical needs
This broader framework ensures that individuals facing barriers are given a fair opportunity to complete the test.
Role of Hearings in the Process
Citizenship officers now have wider authority during hearings. They may:
- Assess knowledge and language skills
- Review other eligibility requirements if concerns arise
- Refuse an application immediately if a single requirement is not met
This represents a more flexible and comprehensive evaluation process compared to earlier guidelines.
Core Requirements That Remain Unchanged
Despite these updates, several fundamental aspects of the citizenship test are still the same:
- The test consists of 20 questions
- A passing score remains 15 out of 20
- Applicants aged 18 to 54 must complete the test
- Cheating or misrepresentation can lead to serious consequences
Language assessments during hearings also follow a similar structure, with officers asking up to nine questions and requiring satisfactory answers to most of them.
Eligibility Before Taking the Test
Before being invited to take the citizenship test, applicants must meet key criteria:
- Hold permanent resident status
- Have lived in Canada for at least 1,095 days within five years
- Demonstrate proficiency in English or French
- Meet tax filing obligations if applicable
Only after fulfilling these conditions can an individual proceed to the testing stage.
Final Steps to Citizenship

Application Number (File Number)
Every application submitted to IRCC is assigned a unique number, also known as a file number. This identifier helps track your application and ensures it can be distinguished from others, even if you submit multiple requests.
An application number is usually made up of one or more letters followed by several digits (for example, E123456789). The letters at the beginning indicate the type of application.

Consent Form
To request GCMS notes, you must complete and sign the consent form. This document authorizes the release of your personal information to a designated representative.
Please print the form and complete it using a BLUE PEN. Only fill in the sections highlighted in the example provided.

If your application includes family members (spouse or dependents), each person must complete and sign their respective section of the form.
Make sure all information is accurate and matches your official documents before sending the form.
UCI (Unique Client Identifier)
The UCI, or Unique Client Identifier, is a personal reference number assigned by IRCC to each individual. It is used to identify and track a client across all their applications.
Each person receives a unique UCI, which remains the same for life. Even if you submit multiple applications to IRCC, your UCI does not change, although each application will have its own application number.
If you have previously applied to IRCC, you likely already have a UCI. When submitting a new application, the same UCI will continue to be used.
A UCI is made up of digits only and is typically either 8 or 10 digits long. It may appear with or without hyphens.
Common formats include: ####-#### or ##-####-####.
If you have recently applied, you may temporarily see a number such as CAN1234567. This is a provisional identifier that will later be replaced by your permanent UCI once your information is fully processed.
