Which document is required to enter Canada: a Temporary Resident Visa or a Temporary Resident Permit?
Published on 06-04-2026
Written by Medy Zeus
Foreign nationals planning to travel to Canada often need official authorization before arriving. The type of document required depends largely on the traveler’s nationality and personal circumstances. The two main documents in this context are the Temporary Resident Visa and the Temporary Resident Permit. Although they may sound similar, they serve very different purposes and apply to distinct categories of travelers.
In some cases, travelers may not need either document, especially if they come from visa exempt countries. Still, understanding the differences between these options is essential for avoiding delays or refusals at the border.
The Role of a Temporary Resident Visa
A Temporary Resident Visa, commonly known as a TRV, is designed for individuals who are admissible to Canada and wish to stay temporarily. This includes tourists, students, workers, or individuals passing through Canada on their way to another destination.
To obtain a TRV, applicants must demonstrate that they meet standard immigration requirements. These include showing financial stability, proving ties to their home country, and confirming their intention to leave Canada at the end of their authorized stay. Applicants must also show that they do not pose any security or health risks.
A TRV is typically issued for short term stays. Visitors are often allowed to remain in Canada for up to six months per visit. However, the visa itself can be valid for a much longer period, sometimes up to ten years or until the passport expires. Depending on the situation, the visa may allow either a single entry or multiple entries.
The Purpose of a Temporary Resident Permit
A Temporary Resident Permit, or TRP, serves a very different function. It is intended for individuals who would normally be considered inadmissible to Canada. This could be due to criminal history, medical concerns, financial issues, or previous violations of immigration rules.
Instead of focusing solely on eligibility, a TRP application requires the applicant to justify why they should still be allowed to enter Canada despite their inadmissibility. Immigration officers assess whether the reason for travel outweighs any potential risk to Canadian society.
This type of permit is granted on a case by case basis. Each application is carefully reviewed, and approval is never guaranteed. Even when issued, the permit is highly discretionary and can be cancelled at any time.
Key Differences Between TRV and TRP
Although both documents allow temporary entry into Canada, their underlying purpose and requirements are fundamentally different.
A TRV is meant for travelers who meet all admissibility criteria. It follows a standard application process and is commonly used for routine travel such as tourism, study, or work.
A TRP, on the other hand, is reserved for exceptional situations. It applies to individuals who do not meet admissibility requirements but have compelling reasons to enter Canada. These reasons must be clearly explained and supported with evidence.
Another major difference lies in validity. A TRV can remain valid for several years, while a TRP is usually issued for a shorter duration, ranging from a single day to a maximum of three years.
Costs also differ. A TRV is generally less expensive, while a TRP involves higher fees due to the complexity of the assessment.
Common Reasons for Inadmissibility
There are several situations that may lead to inadmissibility, making a TRP necessary instead of a TRV.
Medical inadmissibility occurs when a person’s health condition poses a risk to public health or could place excessive demand on healthcare services.
Criminal inadmissibility applies to individuals who have been charged with or convicted of an offense, including impaired driving.
Misrepresentation involves providing incorrect or incomplete information during an immigration process, whether intentionally or by mistake.
Financial inadmissibility arises when a person cannot demonstrate that they have sufficient funds to support themselves during their stay.
Non compliance refers to previous violations of immigration laws, such as overstaying a visa or working without authorization.
Demonstrating a Strong Case for a TRP
Applying for a TRP requires more than simply completing forms. Applicants must present a convincing argument supported by documentation.
They need to clearly explain why their presence in Canada is necessary. Supporting documents may include letters, invitations, or proof of urgent circumstances. Financial evidence is also required to show they can support themselves during their stay.
Additionally, applicants should provide proof that they have taken steps to address the issue that caused their inadmissibility, if possible.
Examples of compelling reasons include important business meetings, urgent family matters, or unavoidable travel through Canada. Immigration officers weigh these factors carefully before making a decision.
Application Process and Validity
Both TRVs and TRPs can be applied for outside Canada, typically online or through visa application centers. In some cases, TRP applications may also be submitted at a port of entry.
Each traveler, including family members, must submit their own application, although they can be processed together.
TRP holders must respect the validity period of their permit and either leave Canada when it expires or apply for a new one before it becomes invalid. Extensions are possible but must be justified.
TRVs also require renewal once they expire. Applicants are encouraged to apply well in advance to avoid gaps in status.
Electronic Travel Authorization for Visa Exempt Travelers
Not all travelers need a visa. Citizens of visa exempt countries usually require an electronic Travel Authorization, known as an eTA, when flying to Canada.
This authorization is simpler and faster to obtain than a visa. However, it only applies to air travel. Those entering Canada by land or sea typically do not need an eTA.
There are also special cases where individuals from visa required countries may qualify for an eTA instead of a TRV, provided they meet specific conditions, such as holding a recent visa or a valid United States nonimmigrant visa.
Choosing between a TRV and a TRP depends entirely on whether the traveler is admissible to Canada. Admissible individuals should apply for a TRV if required, while those facing inadmissibility must consider a TRP.
In all cases, receiving a visa or permit does not guarantee entry. Border officials have the final authority to allow or deny entry upon arrival.
Understanding these distinctions and preparing a thorough application can significantly improve the chances of a successful outcome when planning a trip to Canada.

An application number is usually made up of one or more letters followed by several digits (for example, E123456789). The letters at the beginning indicate the type of application.
Examples of application number prefixes:
- E123456789 – Economic application (commonly used for Express Entry)

UCI (Unique Client Identifier)
The UCI, or Unique Client Identifier, is a personal reference number assigned by IRCC to each individual. It is used to identify and track a client across all their applications.
Each person receives a unique UCI, which remains the same for life. Even if you submit multiple applications to IRCC, your UCI does not change, although each application will have its own application number.
If you have previously applied to IRCC, you likely already have a UCI. When submitting a new application, the same UCI will continue to be used.
A UCI is made up of digits only and is typically either 8 or 10 digits long. It may appear with or without hyphens.
Common formats include: ####-#### or ##-####-####.
If you have recently applied, you may temporarily see a number such as CAN1234567. This is a provisional identifier that will later be replaced by your permanent UCI once your information is fully processed.
